Combined, our Engineers have more than 120 years experience in electric power transmission. Some of our staff's accomplishments have been acknowledged in the industry by their being elected Fellows of the IEEE. Our younger employees continue this tradition, chairing committees, subcommittees and working groups within the IEEE. Every member of our staff is a respected industry expert in his/her specialty.

​PDC's stature in the industry is reflected in the number of associate consultants who have maintained long-term alliances with Power Delivery Consultants, Inc. These associates have distinguished careers at utilities, manufacturers, and consulting firms, and have chosen to join PDC's team to provide their expertise to the unique and challenging projects that are PDC's specialty.

Jay Williams
Executive Engineer

Mr. Williams joined the Consolidated Edison Company of New York in 1965, and held engineering positions in several groups at Con Edison until he joined Power Technologies, Inc. in 1973. He served in the U.S. Air Force, Base Civil Engineers, in the 1960’s. He and John Cooper founded Power Delivery Consultants, Inc. in 1992.
Mr. Williams has conducted technical and economic studies of alternate underground systems, for voltages from 138 kV to 765 kV ac, as well as HVDC. He has prepared testimony and represented utilities and commissions in hearings. He designed and supervised the construction of an extensive uprating project for existing pipe-type cables, and has been responsible for engineering analysis, specifications, bid review, and field supervision for many underground and submarine cable projects for both utilities and architect-engineers.
In addition to utility design/installation projects, he was project engineer for the EPRI –funded development of the ACE program to perform technical and economic analyses of cable systems. He was technical editor and principal author of the 1992 edition of the Underground Transmission Systems Reference Book and authored sections of the 2006 edition. He was also project engineer for the EPRI Underground Transmission Workstation project, as well as several other EPRI-funded projects including the Distributed Fiber Optic Temperature Monitoring development.
Mr. Williams is a Life Fellow of the IEEE, and member of the Power Engineering Society and Electrical Insulation Society. He is a Voting Member of the IEEE Insulated Conductors Committee and was Chairman of the Insulations Subcommittee. Mr. Williams has authored more than fifty technical articles and papers, and was co-author of the Underground Transmission Systems section of the McGraw-Hill Standard Handbook for Electrical Engineers.

Mr. Williams is a registered Professional Engineer in the States of New York and Ohio.

Rachel Mosier
Principal Engineer

Ms. Mosier joined Power Delivery Consultants, Inc. in 2006, where she specializes in underground cable system design, specifications, installation, cable system testing and factory audits, and operation and maintenance.

Ms. Mosier received a Bachelor of Science degree in Engineering from the University of Connecticut and a Master of Science degree in Power Systems Management from Worcester Polytechnic Institute (WPI).  Prior to joining PDC, she worked at New England's largest utility system - Northeast Utilities Service Company, eventually becoming the company's underground transmission cable system specialist.  She was responsible for leading the cable system design of transmission cable projects, including the first 345-kV extruded cable project with splices in the Western Hemisphere.  

Ms. Mosier was solely responsible for the whole-book technical review of the EPRI Transmission Systems Reference Book, 2006 edition.  She is the Past Chair of the IEEE Power & Energy Society's Insulated Conductor Committee (ICC), serving from 2008-2011, and is also the Past Chair of the ICC Education Session. Ms. Mosier is an active member of CIGRÉ working groups B1.57 "Update of Service Experience of HV Underground and Submarine Cable Systems" and B1.76 "Increasing the Role of Quality Assurance and Quality Control to Reduce Cable Failure Possibility".  In addition, she is an invited member of the Jicable International Scientific and Technical Committee for 2015 and 2019. Ms. Mosier is also a current faculty member of WPI's Cable Tech Course 107: High Voltage and Extra High Voltage Cables.

Ms. Mosier has in-depth experience performing cable factory audits and witnessing sample, production, pre-qualification, and type testing of transmission cable systems.  She is also experienced in failure analysis, having worked on numerous projects to determine failure root cause, from in-situ observation; witnessing cable and accessory removal, and evidence preservation; and presence at laboratory dissection and component testing.

She is a Senior Member of the IEEE, its Power & Energy Society and Standards Association, and is a registered Professional Engineer in the states of California, Connecticut, Florida, Maine, New York, Ohio, Texas, Rhode Island and Virginia.

Eriks Surmanis
Senior Engineer

Mr. Surmanis joined Power Delivery Consultants, Inc. in 2011 where he specializes in conceptual design, engineering analysis, field testing, construction support, condition assessment, and O&M of overhead lines and underground pipe-type electric power transmission systems.  

Mr. Surmanis received a Bachelor of Science degree in Electrical Engineering from Clarkson University, a Master of Science degree in Organizational Leadership from Quinnipiac University and a Master of Science degree in Electrical Engineering from Worcester Polytechnic Institute. Prior to joining PDC, he worked at ABB, Eaton/Cutler-Hammer and Northeast Utilities Service Company. While at Northeast Utilities, he was a project manager as well as Manager - Transmission Line Construction and Maintenance.

Mr. Surmanis is a Senior Member of the IEEE, its Power and Energy Society (PES) and Standards Association, serves as the Chair of the IEEE ESMOL (Electrical Safety & Maintenance of Lines) subcommittee, chaired the IEEE ESMO Conference twice and is a Past Chair of the IEEE Overhead Line Construction and Design Working Group within the Overhead Lines (formerly TP&C) subcommittee. Mr. Surmanis is currently serving as the IEEE PES Transmission and Distribution subcommittee's Vice Chair. He also serves as the Secretary of the United States National Committee of IEC's Technical Committee 78, and is a member of several working groups and project teams covering Live Working.

Mr. Surmanis is a registered  Professional Engineer in the state of New Hampshire.

Peter Tirinzoni
Principal Engineer

Mr. Tirinzoni joined Power Delivery Consultants, Inc. in 2015 where he specializes in underground and subsea transmission cable systems.

Mr. Tirinzoni is a Senior Member of the IEEE, its Power & Energy Society and Standards Association.  He is actively involved in the IEEE PES Insulated Conductors Committee (ICC) and serves as chair of its Educational Committee. He has been a member and chair of the Association of Edison Illuminating Companies (AEIC) Cable Engineering Committee, as well as chair of the Task Group performing a major update to AEIC CS9.

Mr. Tirinzoni is a registered Professional Engineer in the state of Connecticut.
